The capstone, and the "direction" half of control-methods (the steering none of the 8 methods supply). Uncontrolled intelligence does soft propulsion on a continuous measure; institutions do hard decisions on a supervised quotient space — and the latter must be discrete, by three independent forcings:
- transmissibility — a continuous "confidence 0.834" can't be independently reproduced by the receiver (private belief, not common knowledge); a boolean pass/fail is self-sufficient. "A coin must be a coin, not a probability of a coin" (Shannon's discrete channel as the prerequisite for reliable communication).
- commitment — a 0.7-strength constraint = no constraint (the future self optimizes away the 0.3 slack); commitment's power is non-negotiability = binary (Schelling).
- controllability — this is ramadge-wonham-supervisory-control: the supervisor's action space {allow, disable} is boolean; a threshold operator must cut continuous measure into decidable events.
So the threshold is the only object truly bearing value — un-derivable from either side (intelligence sharpens the measure but can't say where to cut; the mechanism executes the cut but can't generate where). The wall = the threshold itself: the scalar that crushes continuous into boolean, set by someone, once set unverifiable, only bearable.
